With two equal sashes slide up and down, double hung windows slide on vertical track to allow for flexible ventilation. If the top sash is fixed, then it's a single hung window.
If the top sash is fixed and only the bottom sash could move, then it’s a single hung window. Although the design might be just a little difference, but there are many differences between double hung and single hung. Generally, single hung seals well then double hung, they are more energy efficient and cheaper. Double hung windows allow for air from the top and bottom while single hung only get air flow on the bottom. One more things, you could only tilt the operable sash of single hung for cleaning, still difficult to clean the fixed top sash.
